4 Jule 2008 the next release of 20 listeners of military men, the citizens dismissed from military service and members of their families professional retraining courses took place in the Don branch of the Euroasian open institute. The group was trained on the additional program of professional training "Organization Management ".

In the graduation ceremony took part representatives of the administration, management of public service employment and the Military Commissariat of Rostov region.

The graduates were congratulated by:

•  Zaharchenko I.A. - director of the Don branch of the Euroasian open institute;

•  Agabekov L.E. - the head of the Don branch of the Centre "Russia-NATO".

The graduates of courses had said the words of thanks to organizers and teachers.

In the ceremony took part and delivered a speech:

1-2 July 2008 seminar with the heads of regional branches of the Centre was held in the office of the Centre "Russia-NATO". Theme of the seminar: "The results of the implementation of work plans and objectives of regional branches for 2008-2009".

The deputy director of the Centre Antonenko N.G. reported on the results of work of the Centre and its branches. In report N.G. Antonenko reviewed and summarized the two-year operation of the Centre on the main lines of work.

During the seminar staff of the Centre highlighted the outcome of training programmes, gave a brief overview of the new regulatory legal acts, discussed issues of financial security branches, problems to assist in finding employment.

The heads of branches were made with the outcome of work of the branches of social adaptation.

Mayorov L.S, director of the Centre, summarized and formulated the tasks facing the Centre and the branches in 2008-2009. L.S.Mayorov in his speech expressed satisfaction with the work of the team. Director of the Centre stressed that serious attention must be paid to raising the quality of the organization and professional retraining, the selection of candidates for study, work on the Information Services.

July 2 at the office of the Centre have been consulted leadership and staff of the Centre with the heads of branches.

Overall, the seminar was a success, there was the exchange of views and experiences, discussed issues on the entire range of problems.

30 June 2008 graduation of listeners of courses of professional retraining of the military men dismissed and transferred to the reserve from Armed Forces of the Russian Federation took place in International Centre of social reintegration of Russian State Social University.

During 4 months 15 listeners were trained under the additional training program “ Computer design and imposition”. For 507 credit hours the listeners got the useful knowledge and skills to perform successfully in the field of Information technologies and computer design.

In the graduation ceremony the listeners of the courses were awarded with diplomas. In the ceremony took part:

•  the deputy director of the Centre of social adaptation of military men "Russia-NATO" Antonenko N.G.;

•  the director of International Centre of social reintegration RSSU professor Sviridov A.P.;

•  chief specialist of the Centre of social adaptation “Russia-NATO” Sushkov V.I.;

26 June 2008 a seminar on: "The role of professional retraining of dismissed and transferred to the reserve military men in ensuring the needs of the labour market in the Southern Federal District ( at the example of Krasnodar region)" was held in the Anapskiy branch of Russian State Social University.

 

The conference was organized by the Centre of social adaptation “Russia-NATO” and a branch of Russian State Social University in Anapa.

 

Today in Krasnodar region is home to more than 60 thousand officers and praporshiks, dismissed from military service in stock, so in the region acute problem of social tension in this category of military men .

At the seminar discussed the prospects and ways to solve pressing problems of social adaptation of military men and members of their families in the Southern Federal District, questions of assistance in professional self-determination for military men dismissed and transferred to the reserve .

 

At the seminar delivered a speech : Petrov N.N. director of the branch of RSSU in Anapa , Mayorov L.S., director of the Centre of social adaptation of military men "Russia-NATO", Ksenofontov V.I., the representative of the Centre “Russia-NATO”in the South federal district , Mr. V.Novotny , the representative of NATO Military Liaison Mission.

 

The same day was held a solemn ceremony of awarding diplomas to graduates of professional retraining courses. Training took place on the programme "Personnel management in the tourism and hotel business".

 

 


24 June 2008 graduation of listeners of the courses of professional retraining of the military men transferred to the reserve took place in Murmanskiy state technical university. The program is “Logistics in the terms of Far North”.

In the ceremony took part and delivered a speech:

20 June 2008 graduation of listeners of courses took place in Institute of professional development "Conversion" - the Higher school of business and Yaroslavl branch of the Centre of social adaptation of military men "Russia-NATO". Were handed diplomas to 35 listeners enrolled in vocational retraining programme Yaroslavl branch along the lines:

• "Management of organization",
• " Business accounting ",
• " Cost estimating of venture (business) ".

Education was conducted in an educational environment " Prometey ", which not only provides a full educational process, but also has many advantages for listeners:

June 17, 2008 from Brussels NATO Headquarters in the Center "Russia-NATO" arrived representative of the Office of Economic Affairs Defence and Security, Mr. Emilio Gasparini.

Mr. E.Gasparini was appointed the new curator of the project. He succeeded in that office, Mr. J. P. Rovesa, whose contract ended in May in NATO. It is noteworthy that Mr. E. Gasparini has been curator of the Centre from 2002 to 2005.

His visit was a working nature. June 17- 18 in the office of the Centre have been meeting curator with the director of the Center of "Russia-NATO" Mayorovym L.S. and representative of NATO Military Liaison Mission Mr. V. Novotny.

At the meetings discussed different range of issues: the planned activities in 2008, funding programmes, analysis and the results of the Centre in 2007.

19 - May 20, director of the Center L.S. Mayorov together with Mr. E. Gasparini visit Yaroslavl Institute of professional development and a regional branch of the Centre "Russia-NATO". May 20, they will take part in the closing ceremony of the courses of professional retraining and awarding diplomas to graduates.

2 June 2008 the courses of professional retraining were opened in Saint-Petersburg in the branch of Eurasian opened institute. The program of courses is “Management of organization”.

 

20 people from among the military men and citizens dismissed from the armed forces will be trained on one of the most popular specialties in the region - the manager.

 

Professors and tutors with a large experience in this field were invited to provide high quality training.

 

The head of the St.-Petersburg branch of "NATO-Russia" Center Bachin B.A. appealed to listeners of courses with introductory remarks.

With great interest were heard an address by the director of the Center of social adaptation of the military men «Russia-NATO» general – colonel Mayorov L.S. He described the activities and development prospects Center of social adaptation until 2010.

30 May 2008 graduation of listeners of courses of professional retraining of the military men dismissed and transferred to the reserve, and members of their families took place in the St.-Petersburg branch of the Centre of social adaptation of military men "Russia-NATO".

25 the military men dismissed and transferred to the reserve have received refresher courses on specialty "Management of the organization" in the St.-Petersburg branch of the Centre of social adaptation of military men "Russia-NATO" on the basis of the St.-Petersburg branch of the Eurasian Open Institute.

Listeners successfully trained, were awarded diplomas state. To graduates of courses of the professional retraining, requiring employment, employees of the Centre of social adaptation had given the necessary help.

For the period of the St.-Petersburg branch of the Centre of social adaptation of military men is the ninth group of military men that have received additional education.

29 May 2008 short-term extension courses have been finished in Permskiy opened institute of personnel conversion. The program of the courses is “Organisation of work on social adaptation of the military men”.

Education was held from 19 to May 29, 2008. During this period the course familiar with the peculiarities of socio-psychological rehabilitation retraining soldiers, theory and practice of consulting work, labour market trends in the region and their impact on the employment of nationals, dismissed from military service.

The certificates were handed over to all listeners who had ended courses. In the closing ceremony of courses had taken part:

•  the head of Agency on employment of the population of the Permskiy region Popov V.V.;

•  rector of Permskiy opened institute of personnel conversion Grigorev A.N.;

26 May 2008 the opening next courses of professional retraining for the military men dismissed and transferred to the reserve, and also members of their families took place in the Kaliningrad branch of the Moscow University of Economy, Statistics and Computer Science. Training under the program "Management of the organization" will proceed 5 months. At the professional retraining courses enrolled 40 people. Among them are residents of Kaliningrad, Baltiysk, Chernyahovsk, Gusev and Bagrationovsk.

During training are used sciences teaching materials on electronic carriers, and also system of remote formation "Prometey".

During May, 19-29,  2008 the training courses of professional skills improvement for the experts working in sphere of social adaptation of citizens, dismissed and dismissed with military service, and as members of their families are taken place in Permskiy branch of the Centre “Russia-NATO”.
The organizers are the Ministry of Defense of Russia and the Centre of social adaptation of military men “Russia-NATO”. The courses are organized on the basis of the Perm open institute of conversion of the staff.

After finishing the courses the listeners will be awarded certificates of professional development and certificates of tutors, experts in the problems of social adaptation of military personnel.         


19 may 2008 professional  retraining courses have been finished in Moscow academy of state and municipal management (MASMM) according to the plan of main events of the Centre “Russia-NATO” for 2008.
         15 people were enrolled in the courses; among them are the military men  to be dismissed, citizens dismissed from military service and members of their families. The program of the courses is “State and municipal management".

14 May 2008 graduation of group of the military men dismisses and citizens dismissed from military service took place in the Novosibirskiy branch of the Centre of social adaptation of military men “Russia-NATO”. The listeners of courses studied on the program "The organizer of small and medium businesses". Education took place from 12 January to May 14, 2008.

During training listeners acquainted with the major aspects of business, credit system, organizational and legal forms and regulations on the basics of entrepreneurship.

In the ceremony diplomas took part the rector of the Siberian institute of professional skills improvement "Nadezhda" V.I.Goljuchkov.

With words of thanks on behalf of the graduates was made military men S.A. Frolov.

28 April 2008 in the Centre “Russia-NATO” took place a meeting of Mayorov L., director of the Centre “Russia-NATO”, with Major General Georges Lebel, Assistant Director of the International Military Staff NATO on Cooperation and Regional Security and representatives of NATO Military Liaison Mission.

The basic purpose of the visit was the acquaintance guests with work of the Centre of social adaptation of military men " Russia - NATO ". Mayorov L.S. informed representatives of NATO about the basic directions of activities of the Centre, about the results of its six-year work and demonstrated ability of the web-site of the Centre.

Major General G.Lebel introduced to director a new Head of NATO Military Liaison Mission Major General Laszlo Makk who succeeded on this post of the Major General K.Herrmann.

L. Mayorov, director of the Centre “Russia-NATO”, expressed his appreciation to General Herrmann for the joint work and invaluable support and wished him success in his new post. He expressed hope that with the appointment of General l.Makka of the Head of the Mission successful partnership will continue to develop in order to achieve common goals.

At the meeting was also attended Colonel Drake, representatives of NATO Military Liaison Mission Colonel Sabo and Colonel Klevin and Mr.Novotny.


15April 2008 NATO representatives: M. Gaul, head of Defense and Security Economics Directorate/PASP; J.P.Roves, project manager “Russia-NATO” came with a visit to Moscow. The purpose is to study the work of the Centre “Russia-NATO”, to visit educational institutions, where courses for military people are organized and to meet with representatives of Ministry of Defense of Russia and with representatives of Russian state social university.

17 April 2008 short-term extension courses were opened in Krasnodarskiy House of officers for people who work in the field of social adaptation of military men. The program is “Work organization on social adaptation of military men” in the context of the project “Russia-NATO”.

Mayorov L.S. opened the courses. He made a speech about programs of professional retraining of military men and their advanced training, work experience of Centre branches and about creating of the employment system of listeners of the courses.

Mayorov L., director of the Centre “Russia-NATO”, NATO representatives M.Gaul and J.P.Roves answered the questions.

18 April 2008 Mayorov L., director of the Centre and NATO representatives had a meeting with the first pro-rector of Russian state social university O. Shatrov and the first deputy director of the main management of the educational approach of the Armed forces of Russian Federation general-lieutenant V. Buslovskiy.

During the meeting the assessment of Centre “Russia-NATO” work was talked about. Also they discussed the perspectives of further development.

NATO representatives visited that day Moscow academy of state and municipal management, where the employment department is located. The head of the department E. Pozdnyakova presented visitors the information about methods and results of department work.


14 April 2008 short-term extension courses have been finished in Moscow academy of state and municipal management (MASMM) according to the plan of main events of the Centre “Russia-NATO” for 2008. The program of the courses is “Organisation of work on social adaptation of the military men”. The courses were held for 10 days, including 72 training hours.

15 people were enrolled in the program; among them are employees from municipal institutions, employment centers and centers of social adaptation and retraining of dismissed military men who work on issues of social adaptation of the military men and members of their families.

1 April 2008 according to the Plan of main events of the Centre “Russia-NATO” for 2008 the opening of short-term extension courses took place in Moscow academy of state and municipal training (MASMT) in a solemn ceremony. The program of the courses is “Organisation of work in the resettlement of military personnel”. It includes 72 hours of training.

There 15 people enrolled in the program. Among them are employees of municipal institutions, who work in the field of the resettlement of military personnel; specialists from Employment Centers and Centers of social adaptation and professional retraining of military men dismissed and transferred to the reserve and members of their families.

In the opening ceremony of the courses took part and delivered a speech:

Trifonov O.A. the first pro-rector of Moscow academy of state and municipal training (MASMT);

Abrosimov G.S. director of the center of professional retraining of military personnel of MASMT.

According to the program, the training include following subjects:

“Legislation of Russian Federation in the field of social protection and social adaptation of military men dismissed and transferred to the reserve and members of their families”.

“Labor market in Russian Federation”;

“Organisation of small business”;

“Organisation of professional retraining and development of dismissed military men. Work of centers and social adaptation services”;

“ North Atlantic Treaty Organisation (NATO): experience of the countries – NATO members in social adaptation. International programs of professional retraining of the military personnel”.

After finishing the courses the listeners will be awarded state standard certificates of professional development and certificates of tutors, experts in the problems of social adaptation of military personnel.

31 March 2008 According to the plan of main events of the Centre “Russia-NATO” for 2008, extension courses took place in solemn ceremony

in Noginskiy branch of Moscow academy of state and municipal management. The program is “Social policy. Organization of work on social adaptation of dismissed and transferred to the reserve military men and members of their families.

24 people were enrolled in extension courses. Among them are:

•  Employees of GUP SO MO “Centre SAV” (state budget institution of social services in Moscow region “Regional centre of social adaptation of dismissed military men and members of their families”).

•  Employees of Employment centers of the Main management of state service of employment in Moscow region;

•  Employees of territorial structural subdivisions of Ministry of social protection of population in Moscow region;

•  Chiefs of informational and consulting centers at military units and combined city (district) military commissariats;

The teaching staff of Moscow and Moscow region universities, Military-technical university (the town of Balashiha), specialists of Employment centers of the Main management of state service of employment in Moscow region took part in organization of the training. All of them are involved in social adaptation, rehabilitation, psychological and pedagogical help of dismissed and transferred to the reserve military men, and members of their families.

The listeners of the courses got the status of specialists in the field of social adaptation of dismissed and transferred to the reserve military men, and members of their families. It's approved by the certificate of state standard on short-term extension courses and certificate of the tutor, expert in problems of social adaptation.

21 March 2008 L. Mayorov, director of the Centre “Russia-NATO”, summed up 6-year work in the Centre which started its work on 21 st March 2002.

The final report about activities of the Centre of social adaptation of military men “Russia-NATO” (for the period from 1 st March 2007 to 29 th February 2008, including the whole period of work):

The informational support of people who applied for consultation was provided not only through full and true information on the web-site, but during visitors' reception, replies to the letters, answering phone calls and discussing issues of interest in the forum as well.

36 059 people applied for information on the Centre web-site for the period from 1 st March to 29 th February 2008.

202 156 people visited web-site for the whole period of work of the Centre and its branches.

In total, 226 588 military men dismissed and transferred to the reserve and members of their families got informational and consulting advice including web-site from the moment of opening of the Centre and its branches.

Tutors training (specialists in the field of social adaptation of military men) in 2007 was realized with a help of short-term professional development program “Work organization of social adaptation of military men”. The total training period includes 72 hours.

In 2007 83 persons were trained according to this program (75 persons due to the annual plan). The total number of people who could successfully raise level of their skills for 2002-2006 is 645.

346 people were trained in 2007 on the program of professional retraining. The listeners were awarded with diplomas of state standard on the professional retraining that allow them to start a new kind of activities.

1630 people finished professional retraining for the whole period of Centre's work.

The employment department of the Centre “Russia-NATO” has been working for 3 years. The employees of the department find a place of job for the military men who got professional retraining on the program of “Russia-NATO”.

On the Centre web-site in the section of “Opportunities for being employed” one can find all necessary information for those who are looking for a job.

983 military men have been employed by the Employment department, including 258 persons in 2007.

The round table discussion, conference and seminar took place in 2007.

More than 150 publications, 47 radio and TV interviews were made about the Centre and its branches since opening.

According to the agreement ¹2007/56 from 01.03.2007 between RGSU and NATO were allocated ˆ450 000 on the realization of the program for the period from 01.03.2007 to 29.02.2008. Additional financing is ˆ2900.

Expenditure of financial means was done strictly according to the approved esteem.

Conclusion:

•  The Centre works according to the strict conformity with plan of work approved by the Ministry of Defense of Russian Federation and Defense & Security Economics Directorate/PASP.

•  All events planned for the period from 1 st March 2007 to 29 th February are completely realized.

•  Allocated financial means on the realization of the project in 2007 are strictly spend on intended use.

•  The Centre has an opportunity to satisfy the requirements of military men in professional retraining but the lack of finances limit these opportunities.

•  The realization of the project of social adaptation of military men is a good example of successful and mutual cooperation between Russia and NATO.


18 March 2008 according to cooperation agreement between Informational, consulting and educational training Centre of social adaptation of dismissed and transferred to the reserve military men from the Armed Forces of Russian Federation and state budget institution of social services in Moscow region “Regional centre of social adaptation of dismissed military men and members of their families” (GUP SO MO “Centre SAV” ). on the base of GUP SO MO “Centre SAV” have been started the courses of professional development of specialists, who work on social adaptation of people. The program is “Social policy. Work organization on social adaptation of military men dismissed and transferred to the reserve and members of their families”. The courses will be held from 18 till 31 March. The listeners of the courses after graduation will be awarded with diplomas of state standard on finishing short-term professional development courses and tutor certificate (expert in problems of social adaptation of military men).

There are 24 people in the group. Among them are:

•  Employees of the Centre dismissed military men and members of their families;

•  Employees of state institutions of Moscow region, Employment centers of the Main management of state service of employment in Moscow region;

•  Employees of territorial structural subdivisions of Ministry of social protection of population in Moscow region;

•  Chiefs of informational and consulting centers at military units and combined city (district) military commissariats;

Antonenko N.G., general- lieutenant, deputy director of informational and consulting centre of social adaptation of military men dismissed and transferred to the reserve “Russia-NATO” opened the courses and greeted the listeners of the group. Luchian Marius Ivanov, deputy head of Military Liaison NATO, colonel of the Armed Forces of Romania, Doctor of Science also took part in the opening of the courses.

17 March 2008 the courses of professional retraining were opened in Noginskiy branch of Moscow academy of state and municipal management according to the Plan of main events of the Centre of social adaptation of military men dismissed and transferred to the reserve from the Armed Forces of Russian Federation. The program of the courses is “State and municipal management”/

There are 25 people in the group. The training program is developed on the base of analysis of tendencies and perspectives of state and municipal management, economic sector and legal mechanism. On 12 March 2008 in the Centre “Russia-NATO” took place a meeting of deputy director of the Centre Antonenko N.G. with representatives of NATO Military Liaison: deputy head of Mission colonel Luchiyan Ivanov and Vaclav Novatny.

The visit was planned by colonel Ivanov in order to get more information about the Centre . Antonenko N.G.,deputy director of the Centre, told about the work in the Centre: informational consulting of transferred to the reserve military men, organization of short-termed courses of tutors and professional retraining, employment of dismissed military men and so on.

Antonenko N.G. told the guests about the plan of the Centre in 2008 and remarked that all events, which are planned for this year are implemented exactly according to the plan. He also added that representatives of NATO Military Liaison take an active part in the Centre events.

Both parties exchanged their opinions during the meeting and expressed willingness to develop their cooperation in future.

On 3 March 2008 the opening of the courses of professional retraining of the military men dismissed and transferred to the reserve took place in the Centre of social and economic retraining of Murmanskiy state technical university. The program is “Logistics in the terms of Far North”.

In the north-west of Russia people are looking forward to the beginning of development of Shtockmanskiy condensate pool. High-class specialists in the field of marine transport logistics will be required for the delivery of produced raw material. That is exactly what 25 listeners of the group will study.

Perspective experts in logistics were congratulated by Pankratov A.A., candidate of technical sciences and the head of Naval academy, Neshataev I.G., candidate of philosophical sciences and director of the Centre of social and economic retraining of Murmanskiy state technical university, and administration representatives of Murmanskiy region Volkov U.V. and Gromov M.M.

The first lecture “Technological and organizational peculiarities of international oil barge cargo transportation” was read by Kryolov G.G., candidate of technical sciences.

On 19 February 2008 professional retraining courses for dismissed and transferred to the reserve military men and members of their families were opened in Kolomna. The program of the courses is “State and municipal management”. The majority of the listeners are the military men of Kolomenskiy artillery military school, which was liquidated according to the order of Russian government this year.

In the opening ceremony of the courses took part and delivered a speech:

-Byekov N.F., deputy head of administration in Kolomenskiy district;

-Sushkov V.I., chief specialist of the Centre of social adaptation “Russia-NATO”;

-Kochetkov S.V., director of State institution of social service in Moscow region “Regional centre of social adaptation of military men dismissed and transferred to the reserve and members of their families”.

During 7 months of training the listeners of the courses will get some expertise in the field of state and municipal management. Distance learning will be used in the program of the training.

The listeners who successfully finished the final attestation will be awarded with diplomas of state standard on professional retraining. They will also have a right to start professional activities in the field of state and municipal management, management of organizations and enterprises and other forms of property.


On 15 February 2008 the opening of the courses of professional retraining of military men dismissed and transferred to the reserve and members of their families took place in Krasnodar. They will be trained on the program of “State and municipal management”.

The ceremony was opened by the representative of the Centre in the South federal region Ksenofontov V.I. The listeners of the courses were greeted by:

-Nosenko Ivan Ivanovich, the chief of public management department on the issues of military men in Krasnodarskiy region;

- Petrov Nikolay Nikolaevich, director of the RSSU branch in Anapa;

-Belokon Sergey Vladimorovich, assistant to the military commissar of Krasnodarskiy region on the issues of the compliment.

Listeners of the previous years came to greet a new group. They are:

-Kravchenko Vladimir Mikchailovich (graduate of 2005);

-Afanasev Andrian Georgievich (graduate of 2006).

On 15 February 2008 Jan-Paul Roves visited Russian State Social University. He got some information about organization of educational training of professional retraining courses on the program of “Computer design and layout”. Jan-Paul Roves talked to the chief of the courses, listeners, and tutors.


On 14 February 2008 director of the Centre “Russia-NATO” Mayorov L.S. met with the curator of the project Jan-Paul Roves, the representative of NATO Military Liaison Vaclav Novatniy and colonel Isaev S.A. who has just returned from Brussels, where he worked in the main military representative office of Russian Federation in NATO.

The issues of planning and financing of the Centre in 2008 were discussed on the meeting. They also talked about participation of foreign representatives in the events of the Centre.


On 6 February, 2008 the briefing was held in the office of the Centre “Russia-NATO” for the military attache of embassies.

26 people were at the briefing from such countries as: USA, Switzerland, Poland, Romania, Italy, Serbia, Israel, Chili, Czech Republic, Mongolia, Argentina, Germany, Zimbabwe, Indonesia, Denmark, Peru, Latvia, Lithuania, Belorussia.

Director of the Centre Mayorov L.S. who opened the briefing, highly esteemed the importance of the project Russia and NATO on social adaptation of the military men. In his speech Mayorov formulated the main course of work and tasks of the Centre, he gave the summary of almost 6-year-old work and the perspectives on the following years. The report was supplemented by multimedia presentation with demonstration of tables, diagrams, photos.

“Our efforts in 2008 we will make on the improvement of our work on the essential courses,- said Mayorov L.S. This includes the work to rise the quality of informational and consulting service, improvement of organization and quality of professional retraining and preparation of tutors”.

In the context of briefing director answered various questions of military attache. They asked weather the choice of specialties of the program corresponds with the demands of labor-market. They also asked about the financial sources of the Russian site in the project.

On behalf of the members of Moscow Association of military attache Wagner H. said that the representatives of military attache got today useful information about the work of the Centre “Russia-NATO” and expressed his hope on the further cooperation.

The representative of the NATO Military liaison Mr. Novatniy V. who actively takes part in the events of the Centre “Russia-NATO”. He said that the work of the Centre “Russia-NATO” is highly appreciated in headquarters in Brussels.


On 4 February 2008 the opening of the courses of professional retraining of the military men took place in Permskiy opened institute of personnel conversion. The program of the courses is “Organization of small business”. This program is in great demand in the developing economics of Permskiy region. The training will last till the 4 th July 2008.There are 20 people in the group. Highly-experienced experts and teaching staff of Permskiy opened institute of personnel conversion are invited to provide the training of high quality.

4 February, 2008 the opening of the courses of professional retraining on the program of “Management of organization” was held in Donskaya branch of Eurasian opened institute (25 people in the group).

In the opening ceremony of the courses took part and delivered a speech: Agabekov L.E. the chief of Donskoy branch of the Centre of social adaptation of the military men “Russia-NATO”; Sidorenko V.I. the main specialist of the Department of law enforcement and military authorities of Rostovskaya region administration; Bolotskiy G.D. deputy chief of the Department of employment and special employment programs of the administration of public service of Rostovskaya region; Shevchenko S.V. assistant to the military commissar of Rostovskaya region on moral and psychological issues; Zakharchenko I.A. director of the Donskoy branch of Eurasian opened institute.

The training will be finished on 4 th July 2008. Listeners who will successfully get final attestation will be awarded with diplomas of state standard.

 

For the 5 years the Centre of social adaptation of military men “Russia-NATO” has been cooperating successfully with Siberian institute of advanced training “Nadejda” (rector Goluchkov Viktor Ivanovich). Our team-work in professional retraining of civil specialties and short-term courses of advanced training has contributed a lot to solving the problems of social adaptation of military men and helped them in a difficult moment of change from military service into civil life.

By the order of the president of Russian Federation ¹ 1629 from 04.12.2007 “About the awarding of military men and civil personnel with government awards” for great services in scientific activities and long-term and fruitful service Goluchkov Viktor Ivanovich, rector of State educational institution of additional professional training (Siberian institute of advanced training “Nadejda”) was granted an honourable rank of “Honoured worker in science and education of Russian Federation”.

On 1 February 2008 the opening of courses of professional retraining of dismissed and transferred military men to the reserve of the Armed forces of Russian Federation was held in the Anapskiy branch of Russian State Social University. It is planned that during 6 months listeners of the courses will get professional retraining in the field of personnel training in an enterprise.

Ksenofontov V.I. the representative of the Centre “Russia-NATO”in the South federal district opened the ceremony. The representative of the administration in Anapa; Gaponov A.M. chairman of the Council of veterans of military service and the captain of the 2 nd rank of the reserve; Petrov N.N. director of the branch of RSSU in Anapa.

After the graduation of the listeners of the courses will get the diploma of professional retraining in the field of personnel training.


On 1 February 2008 the opening of the courses of professional retraining of dismissed and transferred to the reserve military men and members of their families took place in Russian State Social University. There will be training of 15 listeners on the program of “Computer design and layout” from 1 st February till 30 th June 2008. Professor Sviridov A.P., director of International centre of social integration RSSU , doctor of technical sciences told about purposes and tasks of the courses. Mayorov L.S., director of the Centre of social adaptation greeted the listeners of the courses. The courses are organized according to the plan of work of the Centre in 2008 in the context of realization of the program “Russia-NATO”.

28 January 2008 the courses of professional retraining were opened in Saint-Petersburg in the branch of Eurasian opened institute. The program of courses is “Management of organization”. Professors and tutors with a large experience in this field were invited to provide high quality training.

In the opening ceremony of the courses took part and delivered a speech:

-Bachin B.A. the head of the branch of the Centre of social adaptation “Russia-NATO” in Sai nt-Petersburg;

On 16, January, 2008 in Siberian institute of professional retraining “Nadejda” in the context of realization of the retraining program organized by the Centre “Russia-NATO” took place 2 important events:

One more group of listeners of the courses has graduated and got professional retraining on the program of “Organization of small business”. In the solemn ceremony 25 graduates of the institute of the military men dismissed and transferred to the reserve were awarded with diplomas.

On the same day the opening of new courses of retraining for the military men, who finish their service in the Armed forces of Russian Federation took place the institute.

Goluchkov V.I. the head of Siberian institute of professional development “Nadejda” made a greeting speech. The representatives of mass media took part in this event.


On January, 16, 2008 have been started the courses of professional retraining in Moscow academy of state and municipal management in the context of the realization of the program Russia-NATO. The training will be held from 16 th January to 19 th May for the military men dismissed and transferred to the reserve. The program is called “State and municipal management”.

On January, 14, 2008 in the Yaroslavl branch of Centre “Russia-NATO” on the basis of Institute of professional development “Conversion”- the Higher school of business have been started the professional retraining courses “Management of organization”, “Business accounting, analysis and audit”, “Cost estimating of venture (business)” to help in social adaptation and involve into small business the military men dismissed and transferred to the reserve and members of their families.

In the opening ceremony of courses took part colonel Chernomorets G.V. the chief of personnel department of Yaroslavl region; Mayorov I.M. professor, the participant of Great World War 2 and Doctor of Economic sciences (he was the first man to put up the flag on the released fortress in Brest); Artemenkova T.A. the executive director of Higher school of business “Conversion”; Korechkov U.V. the director of Yaroslav branch of the Centre “Russia-NATO”, representatives of Federal service of employment, administration of Yaroslavl region and city administration of Yaroslavl.

The training will be held from 14 th January to 20 th June 2008.The electronic technologies of distant education on the base of the informational and educational program “Prometey” will be used in the training.

Among the listeners of the professional retraining courses are the military men dismissed and transferred to the reserve from Moscow region, Ivanovo , Yaroslavl , Kostroma , Ribinsk, Tytaev, Pereslavl, Tver and others.


On January, 11, 2008 the ceremony of graduation of listeners of the course “State and municipal management” took part in Moscow academy of state and municipal management.
