On December, 13, 2006 in Novosibirsk branch of the Centre of social adaptation of military men "Russia-NATO" the next group of courses graduated under the program "Organization of small and average business".
in the House of Officers the graduates, listeners of group № 238, management and teachers of the Siberian institute of improvement of professional skill "Nadezhda", representatives of administration of area and city, bodies of the militaries, mass media - correspondents of newspapers "The Red Star" and "Sheets" had gathered.
The solemnity and the importance of the given action had been underlined by occurrence in of Director of the Centre of social adaptation of military men "Russia-NATO" general-colonel L.S.Mayorov and the manager of the project "Russia-NATO" Mr. J. P. Roves.

With great attention the presentations of Leonid Sergeevich Mayorov, Jean Paul Roves were listened, the information on a condition and problems of development of small and average business and employment of the population with which had shared Pilipenko Elena Lvovna - the head of fund of support of small and average business in Novosibirsk area, Meshcherjakov Alexander Alekseevich - the deputy director of the Novosibirsk city centre of employment of the population, Merzlikin Jury Ivanovich - the lieutenant-colonel of a stock, the graduate of branch, director of Open Company IPO "Partnership", beginning businessman Bazhin Victor Evgenevich - the major of a stock, the graduate courses.

Results of a meeting, prospect of development of cooperation in professional retraining the retired military men had been discussed on December, 14th in institute at the meeting with General consuls of Germany and Bulgaria in Novosibirsk by Michael Kanttsler and Plamen Stoyanov.

On December, 5, 2006 at the Russian state social university has passed release of listeners under the program of professional retraining. Training has been organized during from July, 2nd till November, 27th, 2006 under the program « Computer the schedule and imposition ». Diplomas in professional retraining have been handed over 17 military men. At ceremony of delivery of diplomas were present: director of the Russian-German center of reintegration professor Sviridov A.P. and employees of the Center "Russia-NATO", the main expert of retraining Sushkov V.I. With a salutatory word to graduates the deputy director of the Center "Russia-NATO" Antonenko N.G. has addressed.

On November, 27, 2006 on the basis of the Rostov-on-Don branch of the Euroasian open institute professional retraining of military men has come to the end. Training has been organized during from June, 28th till November, 27th 2006 under the program «The State and municipal management». 20 person from among dismissed military men, to the citizens, dismissed from military service, after a successful passing examinations diplomas of the state sample have been handed over.

On November, 22, 2006 the general consul of Lithuanian Republic E.Bayarunas had visited the St.-Petersburg branch of the Centre of social adaptation of military men "Russia-NATO".

During the visit the general consul had familiarized with activity of branch of the Centre and an educational institution on the basis of which the St.-Petersburg branch of the Centre of social adaptation of military men "Russia-NATO" (St.-Petersburg branch ANO "Eurasian open institute ") operates.

The visitor has been interested in programs of retraining of military men, the order of acquisition of educational groups, process of employment of persons after retraining, financial maintenance of the branch, availability of the information on work of the branch for military men and used forms delivering such information to them.

E. Bayarunas had informed about the situation on social protection of military men in the Lithuanian Republic and had come out with assumptions on possible mutual cooperation.

In the meeting took part: the Director of St-Peterburg branch of Eurasian open institute, professor, Doctor of Economics Mr. Dovetov S.M.; the Head of the St.-Petersburg branch of the Centre of social adaptation of military men "Russia-NATO" Bachin B.A.

On November, 1st, 2006 the courses of professional retraining have been opened on the basis of the Astrakhan institute of economic rates. Training will pass during from November, 1st, till May, 30th, 2007 under the program "Industrial management".

On October, 16th, 2006 in Brussels to Headquarters of NATO has passed an annual seminar « NATO and Ministry of Defence of Russia : horizons of cooperation in the field of reform ».

At a seminar questions of social adaptation of military men, results of four-year-old work of the Center "Russia-NATO" in given sphere, including in the field of retraining, preparation of teachers-tutors and employment were discussed.

The Deputy of the assistant to the Secretary general of NATO concerning regional economy and safety mister P.Arduen has opened action.

With reports at a seminar have acted: the chief of Central administrative board of educational work of Armed forces of the Russian Federation general-colonel N.I.Reznik, the first pro-rector Russian state social university O.N.Shatrov, director of the Center of social adaptation of military men "Russia-NATO" L.S.Majorov and others.

Within the limits of visit our delegation on October, 16-17th has taken part in sessions of Special working group on military reforms and cooperation and Preparatory committee of Advice Russia-NATO at ambassador level.

At sessions questions of realization of the project Russia-NATO on social adaptation of military men, prospects of development of the Center and an estimation of its activity were discussed.

On October, 9, 2006 on the basis of the Kaliningrad branch of the Euroasian open institute the courses of professional retraining on a civil speciality have come to the end. Training has been organized according to the plan of work of the Center "Russia-NATO" and lasted from April, 24th till October, 9th. 25 listeners from among the dismissed and dismissing military men have had training on a speciality " Management of organizations". After a successful passing examinations diplomas of a state type have been handed over to graduates. The ceremony attended: the First vice-commander the Baltic fleet vice-admiral Apanovich V.N., the management of the branch, the curator of the project - the representative of NATO mister P.Roves and the Center's main expert on curriculums Sushkov V.I.

On September, 29, 2006 in Naro- Fominsk branch of official body «Center of social adaptation of military men» rates of professional retraining of military men on a civil speciality have come to the end. Rates have been lead during with 21.03.2006 г . On 29.09.2006 г. 30 military men have passed a rate of professional retraining on a speciality «the State and municipal management». All graduates after end of study have successfully protected final works. Solemn ceremony of delivery of diplomas was spent with the Head of administration Naro-Fominsk of area of Baranov А .N ., and also representatives of the Government of the Moscow area.

On September, 26, 2006 at 10.00 a .m. the international conference on a theme: «The Theory and practice of work on social adaptation of the military men discharged or due for discharge from military service, their transition to conditions of a civil life» took place in the Russian state social university ( building 1, 4 st . Vilgelma Pika ).

The initiators of the conference were: Main administration for education of the Armed Forces of the Russian Federation , the Russian state social university, the Centre of social adaptation of military men "Russia-NATO".

There were discussed a lot of essential questions, such as:

- basic directions of work on social adaptation of military men at the present stage of military reform of the Armed Forces of the Russian Federation;

- results of functioning of regional models of retraining;

- employment of the former military men and members of their families;

- experience of the Centre of social adaptation of military men " Russia-NATO".

At the conference with the basic report from Ministry of Defense of Russia about features of social adaptation of military men in conditions of transition to a contract way the first deputy chief of the Main administration for education of the Armed Forces of the Russian Federation general-lieutenant V.N.Buslovsky had reported.

The first pro-rector of the Russian state social university O.N.Shatrov had told about social partnership of the state and a civil society in sphere of social adaptation of former military men.

About activities of the Centre of social adaptation of military men "Russia-NATO" under the decision of problems of transition of military men to conditions of a civil life had told the director of the Centre "Russia-NATO" L.S.Mayorov.

Performances of such representatives of NATO as: P.Hardouin, I.Fransua, V.Idchak were listened with a big interest.

During the conference had acted representatives of: the Ministry of Foreign Affairs of the Russian Federation, the Main military representation of the Russian Federation at NATO, the Russian state university, military commissariats, small and average business, heads of the educational centers on retraining military men.

On September, 13, 2006 the manager of NATO-Ukraine Resettlement Program Mr. Christopher Shtaudt visited Centre "Russia-NATO". The purpose of visit - an exchange of experience on social adaptation of military men.

Mr. C.Shtaudt had told about the programs that are realized by the North Atlantic Alliance in Ukraine since 1999. The staff of the Centre "Russia-NATO" learned about results of work, directions of retraining, prospects and financing of the project, etc.

The deputy director of the Centre "Russia-NATO" N.Antonenko had acquainted Mr. C.Shtaudt with the history of the Centre, its tasks and the main activities. In conversation with Mr. C.Shtaudt the employees of the Centre shared with the information of web-sites' structure, activities of the Job Placement Unit, the programs of the Centre, work on consulting informing, etc.

During the visit the sides had discussed the common problems connected with realization of projects on social adaptation of military men.

On September, 4, 2006 on the basis of the Moscow academy of the state and municipal management the training of dismissed military men the training under the program "The State and municipal management" was started. Training will last from September, 4th till December, 29th, 2006.
The courses are organized according to the plan of work of the Centre "Russia-NATO" for 2006.

On August, 21, 2006 the opening ceremony of retraining courses for 30 person from among the military men took place on the basis of the Siberian institute of professional development "Nadezhda". The training will last from August, 21st till December, 13th, 2006 on the specialty "The Establishment of small and medium size business".

On July, 26, 2006 in Krasnodar on the basis of the North-Caucasian academy of public service the graduation of 30 listeners under the program " The State and municipal management" took place. The training had been organized from February, 27th till July, 26th, 2006. After the end of training the diplomas were given to graduates.
The courses in Anapa, Krasnodar were organized according to the plan of work of the Centre "Russia-NATO" on 2006.
The director of the Centre "Russia-NATO" L.Mayorov had welcomed the graduates.
The same days the local television showed clips of these events.

On July, 25, 2006 in Аnapa branch of the Russian state social university under the program "The State and municipal management" the courses of professional retraining of military men had come to the end. 25 men among the dismissed military men were trained during from January, 25th till July, 25th 2006г. After the end of study and passing examinations the diplomas of the state type were given to graduates.

On July, 3, 2006 the graduation of a group of officers under the program of retraining of military men took place in the Moscow Academy of State and Municipal Management.

During four-month training on a speciality " the State and municipal management " 25 Russian officers had received maximum of useful knowledge, needed for their future civil life.

The program of retraining of officers is one of the important and priority directions of work of the Center "Russia-NATO".

The director of the Center "Russia-NATO" L.S.Majorov, the head of department of military-social work of Central administrative board of educational work of Russian Federation colonel A.M.Tsygankov had welcomed the graduates.

The Director of the Information bureau of NATO in Moscow madam Izabel Francois expressed kind wishes to graduates.

On July, 3, 2006 the ceremony of professional retraining courses opening took place in the Russian state social university.

15 person from among dismissed military men, the citizens dismissed from military service, will be trained under the program "Computer the schedule and design" during since July, 2nd on November, 27th, 2006.

The director of the Russian-German Centre of social reintegration professor Sviridov A.P. had shortly told about the purposes and tasks of courses.

With salutatory words had performed: the director of the Centre "Russia-NATO" L.Majorov, the head of department of Military-social work of Central administrative board of educational work MoD the Russian Federation colonel A.Tsygankov and the Head of NATO Military Liaison Mission in Moscow general K.Herrmann.

The courses were organized according to the plan of work of the Centre in 2006 and within the limits of realization of the project Russia-NATO on social adaptation of dismissed military men.

On June, 28, 2006 in Rostov-on-Don on the basis of Euroasian open institute the courses on professional retraining of military men on a civil speciality have begun.

Training will be held from June, 28th till November, 24th, 2006.

20 person will be trained under the program «The State and municipal management». At the opening of the ceremony with salutatory speech applied to listeners: the representatives of a military commissariat, the deputy director of the Center "Russia-NATO" N.Antonenko, the curator of the project, the representative of Management of NATO on economic questions of defense and safety mr. Z.P.Roves and representatives of administration of the Rostov area.

On June, 27, 2006 the "Russia-NATO" Center was visited by the curator of the project, the representative of Management of NATO on economic questions of defense and safety mister Z.P.Roves.

The visit was of a working type. During the visit the consultations with the director of the Center and its staff took place.

During the meeting the organizational and other questions of scheduled Center's activities were discussed.

This very day mister Roves has taken off to Rostov-ON-Don with the purpose of visiting the ceremony of closing the courses of retraining on civil specialities of dismissed military men and to delivery of diplomas to graduates. The courses were taking place at the Don branch of the Euroasian open institute.

On June, 23rd, 2006 in Ivanovo on the basis of the Yaroslavl institute of professional development "Conversion" the courses of professional retraining of military men on civil specialities had come to the end.

The training was held from February, 15th till June, 23rd, 2006.

25 person from among dismissed military men, the citizens dismissed from military forces, were trained under programs “Book keeping and office-work”, “Organization of small business”. After end of study and passing examinations the diplomas have been handed over to graduates.

Diplomas were handed over by leading expert of training programs of "Russia-NATO" Center V.Sushkov and the head of the "Russia-NATO" Centre's Yaroslavl branch - Korechkov J.V.

On June, 22, 2006 at 10.00 a.m. an annual advisory seminar with the heads of regional branches of "Russia-NATO" Centre took place in the Centre (Profsouznaya str., 31/1).
The overall results for 2005 had summed up and tasks for 2006 were specified.
The deputy director of the Centre Antonenko N.G. reported on the results of work of the Centre and its branches.
Mayorov L.S, director of the Centre, attracted attention of participants of the seminar to the problems of the Centre in 2006.
During the seminar the various directions the exchange of experience in regional branches, practical aspects of work were discussed.
Management and staff of the Centre had answered all questions.

On June, 14, 2006 the Centre "Russia-NATO" visited Mrs. Izabelle Facon from the French research centre.

During the meeting director of the Centre L. Mayorov informed Mrs. Facon of realization of the project Russia-NATO on social adaptation of military men, acquainted with the basic directions of the Centre's work and activities results, gave answers to the questions.

Mrs. I. Facon asked to tell about the Russian officer's main problems at dismissal, to explain what practical advantage brings cooperation of Russia and NATO in this area and how NATO is perceived by the Russian military men. Director of the Centre answered the various questions of a guest.

On June, 14, 2006 the opening of short-term courses of professional development under the program «The Organization of work on social adaptation of military men» took place on the basis of the branch of the Yaroslavl institute of professional development "Conversion" in Kirov .

Representatives of two regions of Russian Federation ( Kirov and Yaroslavl ) took part in the training.

The courses are organized according to the plan of work of the "Russia-NATO" Centre for 2006.

On May,16, 2006 on the basis of the St.-Petersburg branch of the Euroasian open institute the ceremony of professional retraining diplomas delivery took place within the project "NATO-Russia". The training course was aimed to develop the skills of managing organizations lasted from January,28 till May,15. After having passed the examinations with a success, 25 dismissed military men had received their diplomas of the state type. The director of «Russia-NATO» Centre L.Mayorov attended ceremony of the diplomas delivery to the graduates.

On May,12, 2006 the Head of NATO Military Liaison Mission in Moscow general K.Herrmann has visited the Novosibirsk branch of the Centre "Russia-NATO".

During the visit the Head of NATO Military Liaison Mission was informed about activities of the branch and the Siberian institute of Professional Development «Nadezhda» on the basis of which the branch of the Centre is opened. The General was interested in the programs of retraining of military men, a setting of groups, employment of graduates, resources of branch.

There were discussed the problems of retraining military men during transition of the Russian army to contract system of acquisition.

On May,11, 2006 the seminar "Experience of development and support of small business with participation of stock military men of the Moscow area territory " was held in Serpukhov. The initiators of the seminar were the Centre of social adaptation of military men "Russia-NATO" and official body of the Moscow area "The Regional centre of social adaptation of military men, the citizens dismissed from military service, and members of their families". The seminar was organized with the active support of NATO Defense and Security Economics Directorate.

There were discussed a lot of essential questions, such as:

- problems of development and support of business among stock military men;

- the organization and availability of crediting of small and average business;

- experience of development of small business in the countries of NATO;

- assistance to small business development within the limits of problems of the Centre "Russia-NATO";

- minimization of risks of financing.

There were a lot of administration representative: the chief of Central administrative board of educational work of Armed Forces of the Russian Federation general-colonel N.Reznik, the First assistant to the Head of administration of city Serpukhov - Afanasov A., representatives of authorities of the Moscow area, administration of Serpukhov , Russian businessmen.

Performances of such representatives of NATO as J.P.Roves, M.Meulenaer, G.Diderich were listened with a big interest.

The above-mentioned situation was analyzed in detail during the discussion by the participants of the seminar. So, everybody agreed that setting up private business would be one of the most attractive ways for dismissed military men to contribute their efforts in, although various conditions would be necessary for business support, especially in its initial stage.

On May, 5 2006 in the Centre of social adaptation of military men "Russia-NATO" the courses of improvement of qualification under the program "Management. The management of development of small business" were opened. The courses are held on the basis of the Russian state social university (RGSU) and will last up to the middle of June. The courses are financed by the government of Luxembourg. It will help to increase the level and the quality of the consulting work which are carried out in the Centre, directed to assist the dismissed military man and members of their families in opening and development their own business.

For the period from January, 1, till April, 30, 2006 to the pages of "Russia-NATO" Center's web-sites 4445 visitors have been referred. 2771 visitors had applied for the information to the Main web-site of the Center, 13542 visitors had applied to regional branches' web-sites. The statistics of "Russia-NATO" Center web-sites' referring is provided by HotLog Internet statistics system.

On April, 24, 2006 on the basis of the Kaliningrad branch of the Euroasian open institute the courses of professional retraining under the program of the Center "Russia-NATO" were opened.

Courses are organized for 25 person among dismissed military men. The training will be taking place from April, 24th till October, 9th, 2006 under the program of "Corporate Management".

On March, 27, 2006 The closing ceremony of short-term courses of 22 listeners trained under the program of improvement of professional skill foreign experience and other practical aspects of social adaptation of this category of citizens took place in the Russian state social university. Three PHD's of sciences participated in training process among whom Kibakin M.V., Litvin V.G., Kjazimov K.G. (the former deputy minister of Labor of the Russian Federation.

On March, 23, 2006 The closing ceremony of short-term courses took place in Solnechnogorsk on the basis of branch of the Moscow state industrial university under the program " The Organization of work on social adaptation of military men".

On courses have raised qualification 23 persons among the experts working in sphere of social adaptation of military men.

As one of the primary goals of the Centre is rendering information and methodical assistance to non-staff consulting points at military units of Ministry of Defence of Russia, a significant part of all listeners of rates representatives of military units of the Ministry of Defence of the Russian Federation, namely - employees of non-staff consulting points have made at military units. In a closing ceremony of courses were present: the leading expert of curriculums of the Centre "Russia-NATO" N.Borisenko, representatives of command Solnechnogorsk of military garrison.

On March, 21, 2006 The closing ceremony of professional retraining group took place in Naro-Fominsk, (Moscow region) on the basis of Noginsk branch of Moscow academy of state and municipal managements (MAGMU).

Training will takу place from March, 21 untill September, 29, 2006 under the program «The State and municipal management». The basic efforts in the program will be concentrated on maintenance of 30 dismissed military men of Armed Forces by qualitative retraining to a civil specialty.

In the opening ceremony of courses the representatives of Noginsk branch of MAGMU, Centre of social adaptation "Russia-NATO" and NATO MILITARY LIAISON MISSION colonel E.Vasilius and major P.Rehner took part.

On March, 16, 2006 The closing ceremony of professional retraining group took place in the Moscow academy of the state and municipal management. The courses were undertaken during the period from November, 16th, till March, 16th, 2006. Training has been organized under the program « the State and municipal management » for 30 trainees, from dismissed military men. After a successful passing of the examinations the diplomas of the state type have been presented.

At the ceremony of closing of the courses and presenting diplomas the representatives of the Ministry of Defence of Russia, the heds and treiners of the Moscow academy of the state and municipal management, employees of the Center of social adaptation of military men "Russia-NATO", and also the representative of NATO mister G.Mullek were present .

The courses of professional retraining on civil specialities under the program Russia-NATO have begun in following educational establishments:
- The Krasnodar branch of the North-Caucasian academy of public service from February, 27th till July, 27th, 2006 (« the State and municipal management);
- The Russian state social university from February, 28th till July, 28th, 2006 («Computer design and imposition »);
- Branch of the Perm open institute of conversion of the military staff (a settlement Star) from March, 1st till September, 1st, 2006 (« the Organization of small and average business »);
- The Moscow academy of the state and municipal management from March, 1st till July, 3rd, 2006 (« the State and municipal management);

On January, 28, 2006 the opening of professional retraining courses took place in the St.-Petersburg branch of the Euroasian open institute. 25 persons under the program «Management of the organization » are trained.

On January, 27, 2006 professional retraining courses at the Russian state social university have come to the end. 15 persons under the program «Computer design and imposition» had been trained.

On January, 25, 2006 in Anapa on the basis of branch of the Russian state social university couses for 25 dismissed military men under the program « the State and municipal management » have been opened.
