On December, 7, 2007 graduation of listeners of courses
of professional retraining of the military men dismissed and transferred
to the reserve from Armed Forces of the Russian Federation took place
in “Russia-NATO” Centre on Social Resettlement of Military Personnel.
During 4 months 15 listeners were trained under the additional training
program “ Computer design and imposition” at Russian State Social University.
For 507 credit hours the listeners got the useful knowledge and skills
to perform successfully in the field of Information technologies and computer
design.
In the graduation ceremony the listeners of the courses were awarded with
diplomas of Russian State Social University. In the ceremony took
part: Mr. Jean-Paul Roves, the NATO curator of Project Management on economic
issues of defense and security; Alekseev A.P. the Ambassador on special
missions and Assistant to the Defense Minister; Vaclov Novotnyj, the representative
of NATO Military Liaison Mission in Moscow; colonel-general Mayorov L.S.
the Director of the Resettlement Centre “Russia-NATO”, professor Sviridov

On 6 December, 2007 the meeting of the Director of “Russia-NATO”
Center Mayorov L.S., the representative of NATO J.P Roves and the Head
of the Municipal district of
Kolomna took place in Kolomna, Moscow region.
The meeting was about the opportunity to set up the professional retraining
in 2008 for the discharged military personnel of the Kolomna garrison.
Taking into account that a big number of military people live there.
Kochetkov S.V. the director of the Regional Center of social adaptation
of the discharged military personnel and members of their families in
Noginsk took part in this discussion. “It the most suitable place to solve
the problems of adaptation of the military personnel», he said.
On November, 21, 2007 the deputy of the State Duma of Federal Assembly of the Russian Federation, chairman of Committee of the State Duma on affairs of the Commonwealth of Independent States and Communications, Kokoshin Andrey Afanasevich has got acquainted with the activities of the Yaroslavl branch of the Center "Russia-NATO".
The tasks and and problems of the Center "Russia-NATO" were reported. The director general of IPD "Conversion" - the Higher school of business Ivanov Valery Sergeevich had described the order of professional retraining organisation of the dismissed military men.
On November, 13, 2007 in Moscow state linguistic
university has passed a youth forum on problems of the international safety
and attitudes between Russia and the organization of the North Atlantic
Treaty Organization. The forum is organized within the limits of the actions
devoted to 5-years anniversary of creation of Russia-NATO Council and
10-years anniversary of signing of the Basic Statement Russia-NATO.
Director of the Centre "Russia-NATO" L.S.Mayorov has taken part
in work of the forum. He has told about the basic directions of work of
the Centre of social adaptation of military men and results of five years'
activity, having emphasized importance of development of this project
in forming the profound successful attitudes of Russia and NATO. The speech
has caused interest in youth to what the numerous questions set after
performance testified.
On November, 6, 2007 in a Brussels, at NATO Headquarters the meeting
of Preparatory Committee of NATO-Russia Counsel took place. Representatives
of the Russian delegation had taken part in the meeting: the Assistant
to the Defence Minister of Russian Ministry of Defence colonel-general
N.Reznik, the Director of the Centre "Russia-NATO" L.S.Mayorov,
the Deputy director of the Centre "Russia-NATO" N.G.Antonenko,
the General director of the Siberian institute of improvement of professional
skill "Nadezhda", the Main military representative of the Russian
Federation at NATO vice-admiral V.S.Kuznezov. There were discussed the
questions of cooperation in social reform sphere.
In second half of day there had passed an annual seminar on a theme: "NATO-Russia
partnership in the resettlement of military personnel: the results of
five years cooperation and the prospects for development".
During the events the results of five years cooperation between Russian
Ministry of Defence and NATO in the field of social adaptation of dismissed
military men were discussed.
In the performance colonel-general Reznik had sounded the analysis of
teamwork of the North Atlantic Treaty Organization and Russian Ministry
of Defence on social adaptation of dismissed military men, the citizens
dismissed from military service, and also prospects of development of
social adaptation system in the Russian Federation.
One of the cores that discussed on the meetings was activity of the Centre
of social adaptation of military men "Russia-NATO". Director
of the Centre Mayorov L.S. had summed the cores up five years activity,
also noticed, that the Centre had achieved essential positive results
from the moment of the opening. Director of the Centre had stopped on
problems, had shared plans for the future, had evaluated the development
of this joint project. He had noted, that: "Successfully developing
joint project on rendering the social help to the dismissed military man
opens good prospects in the future and an opportunity of the further expansion
of concrete activity, being the important factor of the future development
of NATO and Russia cooperation".
In discussion of development of the joint project on social adaptation
of military men and its prospects NATO representatives had accepted the
most active participation. In particular, the Coordinator of the project
Mr. J.P.Roves had mentioned financial aspect of the project, the Director
of Psychological service of the Norwegian academy of Defense Mr. J.Heradstveit
had shared the positive impressions about visiting the Centre "Russia-NATO"
and its Yaroslavl branch in June, 2007.
All participants had unanimously stated the satisfaction results of the
joint project on social adaptation of military men and had noted the importance
of its further development in interests of development NATO and Russia
cooperation. Within the limits of the program of stay in Brussels meetings
of the Assistant to the Defence Minister of Russian Ministry of Defence
colonel-general N.Reznik and director of the Centre of social adaptation
of military men "Russia-NATO" Ìàyorov L.S. with the Ambassador
of the Russian Federation in Belgium Kingdom Lukov V.B., the constant
representative of the Russian Federation at NATO the army general Totski
K.V. took place.
Members of the Russian delegation during visit also had meetings with
the Deputy Assistant Secretary General for Regional, Economic and Security
Affairs, NATO Political Affairs and Security Policy Division Mrs. A.Bushez, representatives
of the Financial Control Service, the Coordinator
of the project Mr. J.P.Roves and representatives of Norway Mission at
NATO. Meetings had working character.
On October, 19, 2007 the fourth graduation of listeners of courses of professional retraining of the military men dismissed and transferred to the reserve from Armed Forces of the Russian Federation took place in the Kaliningrad branch of the Moscow University of Economy, Statistics and Computer Science.
During four months 50 listeners were trained under the additional training program "Management of the organization", including 25 person (as experiment) - with use of information-communicative technologies " Ñ D Î Prometey ".
As had shown results of final certification of listeners and responses of graduates, use of technologies of remote training in professional retraining military men completely justified. Application of the new information technologies in educational process had made it more productive, fascinating and creative, had allowed reducing expenses for training.

On the eve of the graduation on October, 18th 2007 Mr. G. Ì OULLEC had visited the Kaliningrad branch of the Centre "Russia-NATO" and had familiarized with experience of its work on the organization of professional retraining and employment of dismissed military men.

On September, 27, 2007 in the conference hall of Noginsk region administration the graduation ceremony of Noginsk branch of the Moscow academy of state and municipal management graduates took place.
The Chief of Noginsk Department of the Ministry of social protection of the population of the Moscow area Ogibalov N.V. had opened the ceremony.

- The first pro-rector of the Moscow academy of the state and municipal management Trifonov O.A. was speaking about social adaptation of dismissed military men, has emphasized the importance of today's event.
In the performances there were noted, that to receive a civil speciality the dismissed and dismissed military man they have received a fine opportunity owing to the joint project of Ministry of Defense of Russia and NATO.

On September, 3, 2007 in the Siberian educational center "Nadezhda" (Novosibirsk) the additional professional educational program «the Organizer of small and average business» has been started.
The group of 25 students is completed with officers and ensigns discharged. The training will last till January, 12th, 2008 and will come to the end with the obligatory state final certification of graduates and awarding with diplomas of the the state type.

On September, 3, 2007 the opening ceremony of professional retraining courses for the dismissed military men took place in the Moscow academy state and municipal managements (MAGMA) according to the plan of work of the Center "Russia-NATO" for 2007 under the program « the State and municipal management ».
The training of 20 listeners will take place from September, 3rd, till January, 11th, 2008.

On July, 5, 2007 the next release of 25 listeners of military men, the citizens dismissed from military service and members of their families professional retraining courses took place in the Don branch of the Euroasian open institute. The group was trained on the additional program of professional training "Organization Management ".
The state certifying commission noted a high level of preparation of the majority of courses graduates. The graduates of courses had said the words of thanks to organizers and teachers.

The graduates
On June, 30, 2007 the next graduation of professional retraining
of courses of the military men dismissed and transferred to the reserve
from Armed Forces the Russian Federation within the program "Russia-NATO"
on a speciality "Management of the personnel of the enterprises and
the organizations of various patterns of ownership" took place in
Anapa branch of the Russian state social university.
25 students of courses during five months have been studied the subject
matters necessary for work in sphere of personnel management. The given
diplomas of professional retraining allow them to successfully conducting
a new kind of professional work. It concerns as military men transferred
to the reserve, many of them who work at the various enterprises, and
those military men who would be dismissed in the near future.

On June, 19, 2007 in Yaroslavl the professional retraining courses under programs "Management of the organization" (15 listeners) and "Book keeping and audit" (10 listeners) for the military men had finished. Overwhelming majority of the military men transferred to the reserve are the able-bodied people having higher education and middle age till 40 years, requiring active professional work and capable on the business and moral qualities to bring significant advantage to the society. The curator of the Centre "Russia-NATO" Jean-Paul Roves has emphasized, that the most comprehensible variant of application of the received knowledge is the sphere of small and average business.

The purpose of the international conference was development of mechanisms of involving of the military men transferred to the reserve from Armed Forces of the Russian Federation in sphere of small and average business on the basis of experience of Russia and the NATO countries-members.
The urgency of social policy of the state concerning the citizens dismissed from military service, and members of their families now increases. Overwhelming majority of the military men transferred to the reserve are the able-bodied people having higher education and middle age till 40 years, requiring active professional work and capable on the business and moral qualities to bring significant advantage to the society. One of directions of social adaptation of dismissed military men is their professional retraining and the further employment. About these problems there was the speech at the conference. In performances of the assistant to the Governor of the Yaroslavl area of Voronina N.P. and the main federal inspector - plenipotentiary of the President of the Russian Federation in Yaroslavl area Kiselev A.S. concern about existence of the problem of social adaptation of dismissed military men and readiness of regional and city authorities to accept active participation in its sanction through realization of programs of development of small business had sounded.
Director of the Centre of social adaptation of military men "Russia-NATO" the general-colonel of the stock Mayorov L.S. had given special attention to the analysis of activity of the Centre on creation of conditions for involving the citizens dismissed from military service, and members of their families in sphere of small and average business. Only for last three years at direct support of the Centre it is employed more than 700 former military men, has passed professional retraining more than 1300, it is prepared over 600 tutors. The important role of the Centre was emphasized by the Head of Department of military-social work of Armed Forces of the Russian Federation Tsygankov A.M., who had shined the complex of actions on realization of system of functioning of social adaptation of dismissed military men.
The NATO representatives had marked necessity of the further development of interaction between Ministry of Defence of the Russian Federation and NATO, as positive experience had resulted activity of the Centre "Russia-NATO". The curator of the Centre Jean Pol Roves (France) had shown necessity of creation of the enterprises of small and average business as the potential opportunity of realization for the citizens transferred to the reserve from Armed Forces. The same estimation sounded and in Jacob Heradstvejta's performances ( Norway ), and also the Head of NATO Military Liason Mission in Moscow general-major Kurt Herrmann ( Germany ).
Social adaptation of dismissed military men and members of their families is based on the principle of unity of the decision of educational and social problems, and represents the complex of the actions directed on achievement of some the purposes among which are allocated maintenance of equation of professional interests, psychological features of citizens with the requirements shown by a labor market.
The decision of questions of social adaptation allows to develop professional qualities of citizens, to realize the saved up general and special knowledge, skills. Besides it promotes social and professional self-realization of citizens in social and economic conditions new to them, allows to assist the dismissed military men in employment, and also to carry out preventive maintenance and the prevention of unemployment, decrease social intensity in the environment. In opinion of participants of the international conference, involving of dismissed military men in small and average business can play the important role during their social adaptation.

On June, 14, 2007 in the St.-Petersburg branch of the Centre of social adaptation of military men "Russia-NATO" on the basis of the St.-Petersburg branch of the Euroasian Open Institute the courses of professional development under the program "English language" had completed. The courses of improvement of qualification had been organized for military men and citizens dismissed from Armed Forces of the Russian Federation and according to the plan of the Centre of social adaptation of military men "Russia-NATO". The courses had been taking place from February, 19th, 2007 till June, 14th 2007, on which were trained 10 persons.
The intensive method of training that had allowed to open reserves of memory at listeners of courses had been put into the basis of a technique of studying of English language and to train in their dialogue in foreign language in deadlines. The listeners of the courses had highly estimated work of teaching structure and had emphasized, that for short time they managed to promote considerably in knowledge of English language which became practically necessary for them in their work.

On June, 5, 2007 the opening next courses of professional retraining took place in the Kaliningrad branch of the Euroasian open institute for the military men dismissed and transferred to the reserve, and also members of their families. Training under the program "Management of the organization" will proceed 4 months. Upon termination of courses graduates of the program will receive the diploma of the state sample in the professional retraining, entitling conducting a new kind of professional work.
This year one group of listeners will be engaged in the traditional internal form of training and the second group consisting in basic from living and serving in cities of the Kaliningrad area will be trained distantly.
During training on the basis of the Kaliningrad branch of the Moscow state university of economy, statistics and computer are used science teaching materials on paper and electronic carriers, and also system of remote formation "Prometey". In this year an opportunity to receive knowledge, not leaving a residence or services, had received listeners in cities of area Sovetsk, Chernyakhovsk, Gvardeysk, Senzovo of area Chernjahovsk, Sosnovka the Guryev area.
On May, 25, 2007 a seminar with bookkeepers of regional branches of the Centre "Russia-NATO" took place. The aim of the seminar was to analyze the use of branches money resources, acquaintance with making reports and perfection of the financial and economic control.

basis of Association "The Army and Business" a seminar on the
theme:
"Development and support of small business with participation of
military men of a stock in territory of the Moscow area: condition, prospects"
was held .
The seminar had been organized by the Centre "Russia-NATO",
Official body of social service of the Moscow area "The Regional
centre of social adaptation of military men, the citizens dismissed from
military service, and members of their families" and Association
"Army and Business".
At the seminar the questions of a condition and prospect of development of small and average business, the organization and availability of crediting, attraction of the dismissed military men in small business were discussed.

1. The expenses of the Russian state social university (RGSU) on the maintenance of the "Russia-NATO" Centre will be of 5 094 000 RUR (145 960 ˆ), including:
- Rent of a premise - 3 920 000 RUR;
- The maintenance of a premise: - 1 104 000 RUR
- municipal payments - 270 000 RUR;
- amortization of the furniture - 38 000 RUR ;

THE CONTRIBUTION OF THE RUSSIAN PARTY IN THE PROFESSIONAL RETRAINING OF
THE MILITARY MEN DISMISSED IN 2007
According to the Order of Minister of Defence of the Russian Federation from September, 6, 2006 ¹ 355 for the purposes of professional retraining of dismissed military men from the Armed Forces of the Russian Federation in 2007 the sum of 100 000 000 RUR (2 900 000 ˆ) is allocated.
The Ministry of Defence of the Russian Federation made a competitive selection
of educational establishments of additional professional education for
providing the professional retraining programs in 2007.
Among the selected educational establishments, chosen by the Ministry
of Defence of the Russian Federation there is the Siberian institute of
professional development "Nadezhda" (Novosibirsk) which is taking
part in the "Russia-NATO" project. On the basis of this educational
institution in 2007 due to means of the federal budget it is planned to
train 300 dismissed military men. For these purposes more then 9 000 000
RUR (258 000 ˆ) is allocated.
On April, 6th, 2007 on the basis of the Moscow Academy of State and Municipal Managements (MAGMU) the opening ceremony of the short-term pofessional development courses took place. The training program «Organization of work on social adaptation of military men» is aimed to the employees working in this very sphere, and is realized by the Center "Russia-NATO" already during five years.
The courses in MAGMU were organized for the employees of the Moscow Center of professional adaptation and retraining of the citizens dismissed from military service and members of their families. Among the listeners there are members of the management of the Moscow Center and its experts, who are mostly dismissed from the military service .
In the opening ceremony took part: the deputy director of the Center Russia-NATO Antonenko N., Director of the Center of retraining of military men Abrosimov G.S. and also Director of the Center of professional adaptation and retraining of the citizens dismissed from military service and members of their families of Adohin B.A.
The courses will be finished on April, 13th. The sucsessfully trained persons will be awerded with the certificates of the tutor-expert on problems of social adaptation of military men.
On April, 3, 2007 the Representatives of NATO Military Delegation
led by the assistant director of NATO Cooperation and Regional Security
Division of the International Military Staff admiral Kutluk visited the
"NATO-Russia" Centre.
The basic purpose of the visit was the acquaintance with work of the
Centre of social adaptation of military men "NATO-Russia".
The
Director of the Centre Mayorov L.S. had reminded visitors, that the Centre
had been created in 2002 within the Memorandum of understanding signed
by Russia Ministry of Defense and NATO Economic Directorate. During the
conversation the director of the Centre stressed, that the priorities
facing to the Centre are: the information-consulting help, the organization
of retraining courses, carrying out of short-term courses for tutors and
assistance to the dismissed military man in their employment. The Centre
have been successfully working for five years.
Mayorov L.S noted, that activity of the Centre had received a high estimation
from Russia Ministry of Defense. In connection with the fifth anniversary
the Centre was awarded with the official diploma by the deputy minister
of Russian Ministry of Defense army-general N.Pankov.
Having familiarized with the basic directions and results of activity of the Centre, admiral Kutluk had noted, that fruitful work of the Centre is a successful history of cooperation of Russia and NATO and realization of such project is an important initiative which needs to be supported.
Also the representatives of NATO Military Liaison Mission led by general
K.Herrmann and officers of NATO Cooperation and Regional Safety Division
of the International Military Staff took part in the meeting.
In his turn, the director of the Centre Mayorov L.S. had thanked general
K.Herrmann for the support of work of the Centre and the active participation,
both personal, and representatives of Military Mission in the actions
provided by the Centre. Mayorov L.S. had expressed confidence that the
partnership of the Centre "NATO-Russia" Centre with Military
Mission and the NATO Information Bureau in Moscow will successfully develop
in the future.

of employment of the population of Central administrative board of public

On March, 1st 2007 official opening ceremony of courses
of professional retraining of military men, the citizens dismissed from
military service and members of their families under the program took
place in the Don branch of the Euroasian open institute (Rostov-on-Don)
« Management of the organization ». Training will last till June, 5th,
2007
In opening courses ceremony took part:
- Buzhak A. - the main expert of a department on work with executive and
military bodies of administration of the Rostov region;
- Bolotskij G. - the deputy chief of a department of employment and special
programs of employment of Management of public service of employment of
the population on the Rostov region;
- Zaharchenko I. - director of the Don branch of the Euroasian open institute;
- Agabekov L. - the head of the Don branch of the Center "Russia-NATO".
On February, 28th 2007 the ceremony of professional retraining courses opening for the the military men dismissed from the armed forces of the Russian Federation took place in the Russian state social university (RGSU ) under the program of «Computer design and imposition». Training will last till June, 28th, 2007. The persons who successfully pass the very training program will be awarded by the state type diplomas of professional retraining, certifying their right to work in the area of information technologies and computer design.

On February, 19, 2007 on the basis of St.-Petersburg branches
of "Eurasian open institute" the opening of the first courses
of improvement of qualification on foreign language within the program
of the "NATO-Russia" Centre took place.
Military men and the citizens dismissed from Armed forces of the Russian
Federation will be trained under the program "English language".
The training is planned to be finished on June, 14, 2007
In courses opening ceremony participated:
- The Director of St.-Petersburg branch of "Eurasian open institute" Dovetov S.M. (professor, PHD);
- The Chief of a department of moral and psychological and information issues of a military commissariat of Leningrad region colonel Khromov Y.V.;
- The head of the St.-Petersburg branch of "NATO-Russia" Centre Bachin B.A.
On February, 1, 2007 the opening courses of professional retraining of military men and the persons transferred to the reserve from Armed forces of the Russian Federation under the program "Management of the personnel" took place on the basis of Ànapa branch of the Russian state social university (RGSU). Training will come to the end on June, 29th, 2007.

On February, 5, 2007 the opening English language courses on the basis of the Moscow academy of the state and municipal management took place. Listeners have been selected from among dismissed military men and the citizens dismissed from military service. Training will pass during from February, 5th till June, 1st, 2007. To the persons who have trained, the certificate of the state sample of improvement of professional skill will be given out.
These are the first courses organized by the Centre "Russia-NATO" on studying foreign language. Courses are organized according to the plan of work of the Centre "Russia-NATO" for 2007.
According to the order of Minister of Defence of the Russian Federation from September, 6, 2006 ¹ 355 on professional retraining on one of civil specialities of the military men who are passing military service under the contract, in 2006 it has been allocated 290 000 ˆ.
Educational occupations in groups of professional retraining are organized in St.-Petersburg, Ekaterinburg, Vladivostok on the basis of the supreme or average vocational training in volume over 500 hours on internal and evening forms of training are spent from November, 2006 till February, 2007.
This year on professional retraining of military men dismissed from military service 2 900 000 ˆ. Now in the Ministry of Defence of the Russian Federation is planned competitive selection of the state educational establishments of additional vocational training, and also not state educational establishments which have last accreditation of additional vocational training for the organization of professional retraining military men in 2007.
On January, 22, 2007 on the basis of the St-Petersburg branch of the Euroasian open institute courses of professional retraining on a civil specialty have been opened. 25 person from among dismissed military men and the citizens dismissed from military service, will be trained during from January, 22nd till April, 27th, 2007 under the program "Management of the organization". Courses have been organized according to the plan of work of the Centre "Russia-NATO" for 2007.
On January, 22, 2007 on the basis of the Yaroslavl institute of improvement of professional skill "Conversion" the courses of professional retraining have begun for dismissed military men and the citizens dismissed from military service. Training will pass during from January, 22nd till June, 19th under the program "Management of the organization". The courses have been organized according to the plan of work of the Centre for 2007.
On January, 15, 2007 on the basis of the Moscow Academy of the state and municipal management the courses of professional retraining have been opened. The training will last from January, 15th till May, 15th, 2007 under the program " The State and municipal management ". The courses have been organized for the dismissed military men.
