"NATO-RUSSIA" CENTRE'S NEWS in 2005

November, 24th, 2005 the Head of NATO Military Liaison Mission in Moscow general-major K.Herrmann visited "Russia-NATO" Centre.
The purpose of his visit was acquaintance with the Centre's activities.
Director of the Centre "Russia-NATO" L.Mayorov had informed the Head of Mission on the basic directions of activities of the Centre, the results of its three-year work and plans for the next year.
During the meeting the sides had exchanged their opinions on necessity of the further cooperation. General Herrmann had expressed the aspiration to participation in the actions done by the Centre.
The Head of NATO Military Liaison Mission was acquainted to the Head of Main Education Directorate of the Armed Forces general-colonel N.Reznik and the vice-rector of the Russian State Social University O.Shatrov.


November, 24th, 2005 within Russian-German Centre of social reintegration of the Russian State Social University (RGSU) the courses of professional retraining on a civil specialty were finished. Training had been organized for the dismissed military men including invalids-participants of operations on a specialty "Computer the schedule and imposition" during from May, 31st till November, 18th, 2005. 15 Person successfully finished training, had received the diplomas of the state type.
Courses were organized by the Centre of social adaptation of military men "Russia-NATO" and the Russian-German Centre of social reintegratation within the project "Russia-NATO".
In a closing ceremony of courses and presentation of diplomas to graduates took part: the Head of Main Education Directorate of the Armed Forces general-colonel N.Reznik, director of the Centre "Russia-NATO" general-colonel L.Mayorov, vice-rector RGSU O.Shatrov, the Head of NATO Military Liaison Mission in Moscow general-major Herrmann, the representative of NATO Economic Directorate Mr. E.Gasparini, the financial controller of NATO Mrs. D.Poorbaugh.
In salutatory performances words of gratitude to joint efforts of Ministry of Defence of Russia, the Centre "Russia-NATO", RGSU and the North Atlantic Alliance in realization of the project on social adaptation of dismissed military men sounded. "Owing to the arrangement of the sides this necessary program for the Russian officer is carried out", - general-colonel N.Reznik had noticed.
Director of the Centre "Russia-NATO" L.Mayorov in his parting words had wished graduates of good luck in successful search and development of a new trade.
Reciprocal words of gratitude had sounded from graduates of courses.


November, 23rd, 2005 in the Centre of social adaptation of military men "Russia-NATO" financial check of an expenditure of the fiscal resources allocated by NATO Economic Directorate of on realization of the project had begun. Check is carried out by the Head of NATO Internal Control Service of Executive Management Division Mrs. D.Poorbaugh.


October, 24th, 2005 in NATO Headquarters an annual NATO-Russia seminar took place. The topic of it was "The partnership of NATO and the Russian Federation Ministry of Defence in dealing with the resettlement of military personnel: the results of three-years cooperation and the prospects for development".

The seminar was organized by the Moscow-based NATO-Russia Information, Consultation and Training Centre of Social Adaptation of Russian Military Personnel and the NATO Defence and Security Economics Directorate.

The questions of cooperation of Russian Federation Ministry of Defence and NATO in the field of military reform, including questions of social protection of the military men dismissed from military service, and members of their families were discussed.

The following representatives of Ministry of Defence of Russia have had reported: the head of Main Education Directorate of the Armed Forces general-colonel N.Reznik, head of Military-Social Affairs Adminisatration Main Division for Education, Russian Armed Forces colonel Aleksei Mihailovich Tsigankov.

The main idea of the seminar became the activity of the Centre of social adaptation of military men "Russia-NATO", established in 2002 in Moscow with joint efforts of Russian Federation Ministry of Defence and NATO. About results of three-year work of the Center, its directions and prospects of the further development had reported general-colonel Mayorov L.S., the director of the Centre. On a state of affairs with rendering assistance by the dismissed military man in employment and on their involvement in small business to participants on the seminar general-lieutenant N.Antonenko and the chief of the department E.Pozdnjakova had reported.

On the estimation of activity of the Centre of social adaptation of military men "Russia-NATO" the following reporters have devoted their reports: Mr. P.Hardouin, deputy assistant secretary general for regional, economic and security affairs, NATO political affairs and Security policy division deputy director Defence and Security Economics Directorate, NATO Political Affairs and Security Policy Division Dr. Reiner Weichhardt; the expert of the Department Mr. Jean-Paul Roves; the manager of the project Mr. E.Gasparini.

During a seminar some questions on practical experience of realization of regional programs on social adaptation of discharged military personnel also have been considered. Heads of educational institutions - partners of the Centre (Moscow, Yaroslavl, Novosibirsk, Perm, Noginsk, Moscow area), having a positive operational experience, reported about a situation with rendering assistance by the military man in social adaptation by a civil life, professional retraining, employment.

October, 25th, 2005 session of Special working group on military reform took place. Director of the Centre "Russia-NATO" L.Mayorov, Head Main Education Directorate of the Armed Forces of the MoD general-colonel N.Reznik, and the first pro-rector of the Russian state social university N.Shatrov have taken part in the meeting.

At a meeting results of realization of the project Russia-NATO in the field of social adaptation of dismissed military men and the citizens dismissed from military service were discussed. During a meeting the members had exchanged their opinions and expressed good results of realization of the given project.

The same day a meeting of director of the Centre L.S.Mayorov with the NATO assistant secretary general Mr. M. Erdmann took place.

Therefore, work of the Center "Russia-NATO" received a high estimation both from Russian Federation Ministry of Defence and from NATO.
